FY’27 and FY’28 Ed Flex Waiver Applications
The Alton School District is applying for the Educational Flexibility (Ed-Flex) waiver program authorized under the Education Flexibility Partnership Act of 1999, as amended by the Every Student Succeeds Act (20 U.S.C. § 5891). This program allows State Education Agencies to waive certain statutory or regulatory requirements in order to help LEAs align the use of Title grants with local improvement efforts.
Under the Ed-Flex waiver program, the Alton School District is applying to waive the Title I, Part A carryover limitation of 15% (ESEA Section 1127 (a)), and the Title IV, Part A content area percentage requirements for LEAs that receive more than $30,000 (ESEA Section 4106(e)(2)). Waiving the Title I, Part A carryover limitation of 15% will provide the District with additional flexibility to useTitle I, Part A funds to support the implementation of a new, high-quality high school math curriculum in response to student achievement and instructional needs.
The District will use the FY27 flexibility waiver to increase access to standards-aligned instructional materials, support effective curriculum implementation, and address identified gaps in math achievement. The FY28 flexibility waiver will allow the district additional flexibility to use Title I, Part A funds to support the adoption of an updated version of a high-quality elementary English Language Arts curriculum in response to student achievement and instructional needs. The District Improvement Plan establishes measurable goals for improving student achievement, including a target of at least 10% growth on district and state assessments. The adoption of the two curricula will support progress toward this goal by providing students with consistent access to high-quality, standards-aligned instruction and increased academic rigor.
Waiving the Title IV, Part A content area percentage requirements will provide the District with greater flexibility in allocating Title IV, Part A funds to address the needs of students and district priorities. This flexibility will allow for the District to direct resources toward high-impact activities, including academic achievement, student support, and well-rounded educational opportunities during both FY27 and FY28.
